About Texas

For over 40 years, HEI Civil has provided a broad spectrum of private, commercial, and municipal underground utility services throughout central Texas. In 1982, Mark and Shelley Peabody settled in Dripping Springs, Texas, where they founded and ran the company for the next 36 years. During this time, the company grew from just a couple of employees to over 100, working throughout Texas, including the City of Austin and the University of Texas. Although the Peabodys officially retired in 2018, we’re proud to carry on their legacy every day.

Our Markets

HEI has provided a broad spectrum of underground utility services throughout central Texas. We have experience with multifamily and single-family home developments and the development that correlates with the creation of new homes and neighborhoods, including retail, education, and more.

HEI is renowned throughout Austin for our underground utility installation and rehabilitation expertise. We specialize in both wet utilities—such as water, wastewater, storm, and fire lines—and dry utilities.

HEI has an IDIQ, indefinite-delivery/ indefinite quantity, contract with the City of Austin for on-call emergency waterline repair, including valve replacement and manway installation. We also have extensive experience constructing and rehabbing water and wastewater treatment plants.

Excavation

Our business has expanded over the years to incorporate excavation and trenching needs for our clients.

Structural Concrete

We can complete various structural concrete projects, including retaining walls, bridges, and roads.

Asphalt

Our business has expanded over the past 40 years to meet various construction needs, including paving asphalt roads.

Water Line 

We can install and repair water and fire lines from small to large-diameter water pipes.

Storm

Along with storm pipe installation, we have experience with stormwater inlet and outfall installation.

Wastewater Line 

We have experience installing and repairing various materials used for water lines, including concrete steel cylinder (CSC) pipes.

Electrical Systems 

From small to large-scale projects, we can install and repair electrical dry utilities, including underground conduits, cables, transformers, and substations.

Natural Gas

We have experience installing and repairing natural gas utilities, including pipelines and metering stations.

Emergency Repair

Through our IDIQ contract with the City of Austin, we’re on-call for emergency waterline repair 24/7/365.

Valve Replacement

We have experience with valve installation and replacements, including large valve work.

Water Treatment Plants

We have experience with constructing and upgrading existing water and wastewater treatment plants, including constructing and rehabbing lift and pump stations.
